-When a boy at school,during lunch time has neither food nor water to quench his taste,decides to bully his fellow students for their ration.Who is to be held responsible?

As for me HUNGER is responsible.
So we should not neglect those poor and hungry people in our neighbourhood,state,country and beyond,who look onto us for succour.lets join hands to make the world a better place for all.
